pdf PDF

ABSTRACT

The aim of this study is to explain the strategy to improve the competitive advantages of small and medium enterprises (SMEs), including empowering SMEs which focus on the trade sector. The research method for analyzing data uses descriptive qualitative. Data is collected using interviews and observations. The results indicate that the strategy to improving the competitive advantages of SMEs through empowerment has not fully run optimally. Empowerment of SMEs carried out by the local government in the initial phase plays a significant role to provide training and counseling. Furthermore, in the participatory phase, communities and local governments have collaborated to develop SMEs. In addition, in the emancipatory phase, local governments are still constrained by the provision of facilities and infrastructure in the development of SMEs.
